Ryzen 5 7600X costs 250 USD here and Ryzen 7 7700X Costs 440 USD, i5-13600K costs 375 USD. With CS1, the 7600 will be more than fine. Good base speed and boost, enough cores for sure.

I'd say an Intel i5 10th gen would be best. As far as I have heard, cities is dependent on single-core performance due to the engine that is used by Paradox. It's visible in their other games as well such as Stellaris. Plus, for overall gaming (like other games) Intel is definitely the most reliable for longevity and performance.
