A driver plowed a car into a crowd at a street festival celebrating Filipino heritage in Vancouver on Saturday night, killing at least 11 people and injuring dozens more in what police are calling “the darkest day” in the city’s history.

The BC Prosecution Service on Sunday charged Kai-Ji Adam Lo, 30, with eight counts of second-degree murder and said more charges were possible. Police said the suspect has a history of mental health issues.

Police say 11 people aged five to 65 were killed and more than two dozen injured when a man drove an SUV into a crowd of festival-goers.
